Setup Git permission update: Environment Admin and environments:git no longer grant setup repository publication. Existing roles and bindings are retained. Server Admin still has access; existing roles with settings:git-providers retain their server-wide publication authority through a one-time migration. To authorize a trusted publisher, add a Server binding for Setup Repository Publisher; keep their skill-authoring grants separate.
